Indian River County Business Tax Receipt: What It Costs in Sebastian, Vero Beach and Fellsmere

The county charges a flat $40. But if your business sits inside Sebastian, Vero Beach or Fellsmere, the county isn't who you pay, and each city sets its own price and its own steps. I read the county's pages and each city's own rules so you know which receipt is yours, what it costs, what late costs and who doesn't pay at all.

The short answer

Your business address decides which receipt you need. The Indian River County Tax Collector charges $40 a year, but only for businesses in the unincorporated county.[1] Inside city limits, the city issues it instead. Under each city's own published schedule, most service businesses pay $66 in Sebastian,[2] $30 to $75 in Vero Beach[3] and $55 in Fellsmere.[4] Every receipt expires September 30. Renew late and you owe 10% more in October, plus 5% each month after, up to 25%.[5]

A lot of people search for a "business license." In Florida, the local version is called a business tax receipt. It's a tax you pay for the right to do business in a place, not a license that says you're qualified. The county says so on its own page: paying it doesn't mean any agency has approved your trade.[1] If your trade needs a state license, you still need that too.

County or city: your address decides

The Indian River County Tax Collector only collects this tax from businesses in the unincorporated parts of the county. Businesses inside a city or town are sent to that city.[1] So a business inside Sebastian city limits gets a City of Sebastian receipt, not a county one. The same goes for Vero Beach, Fellsmere, Indian River Shores and Orchid.

The catch is that your mailing address doesn't settle it. Plenty of addresses that say "Sebastian" or "Vero Beach" sit outside city limits. If you're not sure, check before you apply:

  • Sebastian links an interactive city boundary map from its business tax page.[6]
  • For any other city or town, call the number the Tax Collector lists for it: Vero Beach (772) 978-4550, Indian River Shores (772) 231-4453, Orchid (772) 581-2770.[1] For Fellsmere, use the contacts on the city's Business Tax Receipts page.[8]

One receipt covers one place. Sebastian requires a separate receipt for each place of business, and a business that fits more than one class has to meet the rules for each.[2] Vero Beach requires one for each location and for each type of business at a location, except that a professional who practices at more than one location pays once.[3]

What it costs in each place

The county's price is simple. The cities price by type of business, so look up your own line before you budget. Here's what each one publishes.

Where your business isWho issues itWhat most small businesses pay
Unincorporated Indian River CountyCounty Tax Collector$40 flat, for every business[1]
City of SebastianSebastian Building Department$66 for most trades and services, and for any business not listed[2]
City of Vero BeachVero Beach Planning Department$45 for most services; $75 for most licensed professionals and contractors[3]
City of FellsmereFellsmere Community Development$55 for most trades and services[4]

Where these numbers come from. The county's $40 is on the Tax Collector's own page. The city amounts come from each city's published fee schedule: Sebastian's and Vero Beach's city codes, and the fee resolution Fellsmere posts on its site. The most recent changes listed on those schedules are from 2006 and 2007. Your exact amount depends on the class the city puts you in, so confirm it with the city when you apply.

Unincorporated county: $40

Every business pays the same $40 a year, on a tax year that runs October 1 to September 30. If you start between January and September, the county prorates it.[1] Moving to a new location in the unincorporated county, or selling the business, is a $4 transfer with a new application.[7]

Sebastian: $66 for most businesses

Sebastian's code lists dozens of classes. Most land at $66: contractors and subcontractors, handymen, lawn care, cleaning, auto repair, computer services, consultants, retail, restaurants (plus a seating charge) and licensed professionals, who pay per firm and per professional. Anything not listed is also $66. A few classes cost less: photographers, bicycle repair and the owner of a barber or beauty shop pay $33.[2] Start between April 1 and September 30 and you pay half.[6]

Vero Beach: $30 to $75, by class

Vero Beach sorts businesses into professional, sales, manufacturing, service and miscellaneous. Most services pay $45, and landscaping, yard cleaning and moving pay $30. Licensed professionals such as physicians, attorneys and building and trade contractors pay $75. Barbers, cosmetologists, massage therapists and nurses pay $45. Stores pay by enclosed square footage, starting at $45 up to 5,000 square feet. A business that fits no class at all pays $90. A receipt issued after April 1 costs half the yearly tax.[3]

Fellsmere: $55 for most businesses

Fellsmere's fee schedule puts most services and most stores at $55, including professionals, contractors, handymen, lawn maintenance, cleaning services and general service providers not listed. Animal grooming is $42.[4] The city also adds a step the others don't spell out. If your business is a change of use for the property, or the property has been empty for a year or more, the fire official inspects it first, and any fire problems found have to be fixed before the receipt is issued. Residential rental properties need a residential rental registration before the receipt.[8]

What you need to apply

The paperwork is similar everywhere. State law sets most of it.

Step 1

Your state license, if your trade needs one

If the state licenses your trade, you have to show that license before any city or county will issue the receipt.[9]

Step 2

Your Sunbiz registration or fictitious name

Bring a copy of your fictitious name registration, or a signed statement saying why you don't need one.[9] If you're a corporation or LLC, the county asks for a copy of your Sunbiz registration.[10]

Step 3

Apply before you open, not after

The county wants the tax paid before you start, and its online portal, BTExpress, typically processes applications within 24 hours.[1][10] Sebastian wants your application at least two weeks before you open.[6] Fellsmere wants you to have the receipt at least two weeks before you open, so start there even earlier.[8]

Step 4

Make sure the zoning allows it

A receipt doesn't override zoning. Vero Beach won't issue one where its zoning code prohibits the use.[3] Sebastian's code says the receipt isn't the only approval you need.[2]

Once you have it, keep it where people can see it. Sebastian's code requires the receipt to be displayed in a conspicuous place at your business.[2]

If you work from home

Working out of your house adds a step in the county, Sebastian and Vero Beach.

  • Unincorporated county: you also need county approval for a home business, filed with your application. The county's pages call it a Home Occupation Permit from Code Enforcement in one place and a Home Occupation Qualification Form from County Planning in another, so ask which form they want when you call.[1][10]
  • Sebastian: a $50 application fee on top of the tax, a floor plan marking where you work (even if all you use is a phone), a photo of the front of the house, a letter saying what you'll do, and a copy of your fictitious name or corporation registration. The business can't take more than 20% of the living area. Approval usually takes three weeks.[6]
  • Vero Beach: a $50 home permit fee, the square footage of your work area and of the home, a floor plan sketch, and the property owner's signature as well as yours.[11]

Late, or never got one

State law sets the penalties, and Sebastian, Vero Beach and Fellsmere follow them closely in their own rules:[5]

  • Renewing late: 10% of the tax for October, plus 5% for each month after, capped at 25%. On the county's $40 that's $4 in October, and the late fee never tops $10. On Sebastian's $66 it's $6.60 in October, and the late fee never tops $16.50.
  • Working without one: a penalty of 25% of the tax due, on top of any other penalty.
  • Still unpaid 150 days after the first notice: you can face civil action, court costs, attorney's fees, collection costs and a penalty of up to $250. Vero Beach's own code uses 180 days for this step.[3]

The money is small. What catches people is how a city decides you're open. Sebastian's code says that advertising your business by sign, newspaper, magazine, telephone listing or "other public notice" is conclusive evidence that you're doing business in the city, and that you need a receipt.[2] The code doesn't name websites or Google profiles. My read: if your website or Google profile shows a Sebastian address or markets to Sebastian customers, assume the city counts that as advertising and get the receipt.

Who doesn't pay

Florida law exempts more people than most owners realize:[9]

  • Veterans and some military spouses. That covers honorably discharged veterans, their spouses and unremarried surviving spouses, and the spouse of an active-duty service member who relocated on permanent change of station orders.
  • Low-income owners. People receiving public assistance and households under 130% of the federal poverty level are exempt too. For everyone in these first two groups, the exemption covers the tax and its fees. If an exempt person owns most of a business with fewer than 100 employees, the business is exempt too. You still file a signed request with proof.
  • Employees. If you work for someone else, you don't need your own receipt. Independent contractors don't count as employees.
  • Real estate sales associates and broker associates. They don't need one. You'll still see "real estate salesperson" in Sebastian's and Vero Beach's older schedules, but state law has exempted them since 2012.
  • State-licensed trades working temporarily in another town. If your trade is regulated by the Department of Business and Professional Regulation and you've paid the tax where your permanent location is, another city or county can't charge you for temporary work there. So a state-licensed contractor based in Sebastian, who has paid there, doesn't need a Vero Beach receipt for a temporary job in Vero Beach.

Exempt doesn't always mean you skip the paperwork. Sebastian's code says an exempt business must still apply and be approved.[2]

Why I bring this up with Google profile clients

I manage Google Business Profiles, and this little receipt matters more there than its small price suggests. When Google suspends a profile, its help page lists a business license and tax certificates among the evidence that can strengthen an appeal. It also tells you to check that the business name and address on those documents match the profile.[12]

So when I set up a profile, I ask for three things to match: the name on your Google profile, your Sunbiz registration and your tax receipt. If one says "Smith Lawn Care" and another says "Smith Landscaping LLC," fix it now, while nothing is wrong. Often that just means registering the trade name as a fictitious name on Sunbiz. I went through what a suspension appeal looks like in my post on suspended Google profiles.

Questions people ask about this

How much is a business tax receipt in Indian River County?

The county Tax Collector charges $40 a year for every business in the unincorporated county. Inside a city, you pay the city instead. Under each city's published schedule, most service businesses pay $66 in Sebastian, $30 to $75 in Vero Beach and $55 in Fellsmere.

Do I need a county receipt if my business is inside Sebastian or Vero Beach?

No. The Tax Collector only collects the county tax from businesses in the unincorporated county, and sends businesses inside a city or town to that city. Check whether your address is actually inside city limits, because a "Sebastian" or "Vero Beach" mailing address doesn't prove it.

Is a business tax receipt the same as a business license?

It's what most people mean by a local business license, but it's a tax, not proof you're qualified. If your trade needs a state license, you need that too, and you have to show it before the receipt is issued.

When do business tax receipts expire in Indian River County?

All of them expire September 30. Renewals open July 1. If you renew late, you owe 10% of the tax for October plus 5% for each month after, up to 25%.

Can I apply for the county receipt online?

Yes. The Tax Collector's BTExpress portal takes applications and document uploads, and the office says online applications are typically processed within 24 hours. You can also apply by mail, or in person by appointment at its four offices.

Do veterans have to pay the business tax in Florida?

Not if you qualify and file for it. Florida law exempts honorably discharged veterans and their spouses or unremarried surviving spouses from the business tax and its fees. You file a signed request for exemption with proof, and if a veteran or qualifying spouse owns most of a business with fewer than 100 employees, the business is exempt too.
